An engagement starts with an offer, every time

Work shouldn't appear on somebody's calendar without their having agreed to it. Every engagement in Prilet now begins with an offer that the other side accepts, declines, or lets expire.

There used to be several ways an assignment could come into being, which meant several places a rate could get agreed and several ways to disagree about it later — an assignment could be created directly, booking somebody onto a project at a rate and for a date range without their ever having been asked, and the record looked identical to one that actually had been agreed to. An offer is now the only door: it carries the rate, the dates and the scope, and it's the other side that turns it into work. It can be declined, withdrawn before it's answered, or left to expire, and each of those is a state you can see rather than silence. Whatever reaches an assignment has a yes behind it, and the yes is on the record. How offers work.
